Police acknowledge IPCA report into a fatal crash investigation in Kerikeri

Source: New Zealand Police (National News)

Please attribute to Inspector Dion Bennett, Acting Northland District Commander:

Police acknowledge and accept the findings of an IPCA report into a fatal crash, which found the investigation into the circumstances was inadequate.

The incident occurred in Kerikeri in April 2018, when two people were killed and two others seriously injured in a two car collision on State Highway 10 near Puketona junction.

The crash involved a red Subaru wagon travelling south and a silver Toyota van travelling north.

The driver and the front passenger of the Subaru died at the scene and the two back-seat passengers were seriously injured.

The driver of the Toyota, an American tourist, was charged with five counts of aggravated careless driving causing injury or death, but applied for his charges to be dismissed, arguing that there was insufficient evidence to proceed to trial.

The Judge agreed, and the five charges against him were dismissed.

Police accept the IPCA’s findings that there were deficiencies in the crash investigation.

The Authority found that despite the inherent constraints of working in a rural station, the officer in charge of the investigation should have sought assistance. Police acknowledge this finding.

We understand the impact these tragic events have had on the families involved and accept responsibility for our role in this situation.

Police has since made changes to our serious crash investigations including establishing a Detective Sergeant and CIB investigator role within the Road Policing Group, developing a guide for staff undertaking interviews of persons involved in crashes, providing serious crash training and increasing the number of staff recruited into the area and improving rostering.

The Serious Crash Investigation policy for Northland was updated in July 2022 and now requires CIB involvement in any fatal crash, until a decision is made by the relevant Area Commander as to the appropriate level of the investigation.

Three fatal crashes overnight

Source: New Zealand Police (National News)

Please attribute to Director Road Policing Superintendent Steve Greally:

The Serious Crash Unit is investigating after three separate crashes in the North Island overnight.

The first crash occurred just before 7pm. Police were advised of a motorcyclist who had crashed on Hamurana Road, Rotorua.

Despite medical assistance being provided the rider has died at the scene.

The second crash, also in the Bay of Plenty, occurred at about 8:50pm. Police were called to two vehicles which collided on State Highway 5, Tepapa. One person has died at the scene. Two others were injured and have been taken to hospital.

The third crash occurred in the Waikato at around 11:40pm. A vehicle has gone into a creek on Port Road, Whangamata.

Unfortunately the driver was located deceased.

The roads involved in these incidents are open to the public.

It is too early to speculate on the cause of these crashes, but it is a timely reminder to everyone to take care when driving.

We urge everyone to remember to follow the rules, drive to the conditions and focus on the road. Police do not want to have to knock on a person’s door to tell them the devastating news that their loved one has been seriously injured or killed in a road crash. Sadly, our officers have had to do that three times overnight.

There are now three families who will be dealing with the devastating consequences of what happens when things go wrong on our roads and our thoughts and sympathies are with them at this difficult time.

Hawke’s Bay father and son Mongrel Mob members forfeit $140,000 in assets

Source: New Zealand Police (National News)

Please attribute to Detective Sam Buckley, Central Asset Recovery Unit, Wellington:

The Napier High Court has ordered the forfeiture of over $140,000 in cash and vehicles from a father and son duo convicted of methamphetamine supply.

The order issued by Justice Churchman in the Napier High Court on 13 September, comes after an investigation by the Police Asset Recovery Unit into the activities of Shayne and Teina Teddy.

Shayne and Teina Teddy, members of the Mongrel Mob Riders chapter, were investigated by Napier Police and the Hawke’s Bay Organised Crime Unit, between May and July 2020.

On 22 May 2020 Napier Police searched a house shared by Shayne and Teina Teddy in Onekawa, Napier.

Eight shotgun shells, ecstasy, cannabis and $35,000 cash were located at the address.

On 24 July 2020 further addresses in Napier were searched by Police. At a Marewa address, Police seized three rifles, ammunition, cannabis, ecstasy and a safe.

Police opened the safe and found to contain $70,000 cash and two pistols.

At a second address in Onekawa Police found $15,000 cash, 230g of methamphetamine, shotgun, $3,000 cash and cannabis.

The Police Asset Recovery Unit restrained a Harley Davidson motorcycle and Ford Ranger vehicle in addition to the cash located. The Ford Ranger was located by Police hidden behind an address in Hastings in December 2021.

The investigation established the assets were derived through illicit means under the Criminal Proceeds (Recovery) Act (The CPRA).

“The CPRA allows Police to target serious and organised crime through both criminal and civil court jurisdictions,” Detective Sam Buckley says.

“This forfeiture shows that Police will continue to chase criminals and their assets, even when they go to great lengths to keep these assets hidden to avoid them being seized.”

Shayne Teddy was sentenced to five years imprisonment, while Teina Teddy received a sentence of five months community detention.

Organised crime and gangs in the Hawke’s Bay cause serious harm to our communities.

Police will continue working to strip organised crime groups and their associates of their wealth earnt from criminal activity.

Police shoot armed offender on Lincoln Road overbridge

Source: New Zealand Police (National News)

Please attribute to Superintendent Shanan Gray, Relieving District Commander: Waitematā

Police have resolved an incident that occurred on the Lincoln Road overbridge this afternoon.

Earlier, at around 3.19pm, a Police unit sighted a vehicle of interest on Te Atatū Road on the Te Atatū Peninsula.

It was signalled to stop, but failed to do so and a decision was made to pursue the vehicle west towards the Lincoln Road off-ramp.

On the Lincoln Road overbridge, the driver has got out of the vehicle with a firearm, and has unsuccessfully tried to steal two other vehicles. During this period, one of those vehicles has hit the offender.

Armed Police were quickly on scene, approaching the man and challenging him. The man has not engaged with our staff and has run towards a truck and has climbed in the passenger side of the cab resulting in the truck driver exiting out the drivers door.

At this point in the incident Police have fired shots at the offender resulting in him surrendering to Police.

Staff immediately provided first aid, and he has since been taken to hospital with gun shot injuries, however these are not thought to be life threatening.

This was an alarming incident for motorists going about their afternoon commute and one which unfolded quickly.

I would like to acknowledge our staff’s quick actions to bring this incident to a swift conclusion.

Police are considering charges for the offender’s actions.

As standard procedure in these situations, Police will notify the Independent Police Conduct Authority.

A scene examination will be carried out, and motorists can expect delays this evening while this work is carried out.

We advise people to avoid the area if at all possible, their cooperation is appreciated.
